Almost half of doctors internationally have been sexually harassed by patients, new research has found, prompting calls for medics to be given panic alarms to help repel such behaviour.

Globally, 45% of doctors have suffered sexual harassment of different sorts from patients, according to a review covering seven countries published in the Internal Medicine Journal.

More than half (52.2%) of female doctors have experienced sexual harassment, which means they are much more likely to be affected than their male counterparts (34.4%), the academics found.

Doctors are subjected to many types of sexual harassment, including unwanted sexual attention and patients telling jokes of a sexual nature, asking them out on dates, touching them inappropriately and sending them romantic messages or letters.

Medics also have to contend with people they are treating revealing body parts to them or having an inappropriate reaction, such as an erection, or making sexual comments to them during a physical examination or unnecessarily requesting such an examination.

The findings emerged from a meta analysis of 22 previously published research papers on the subject from different parts of the world which were analysed by Dr Caroline Kamau-Mitchell at Birkbeck College, which is part of the University of London.

Kamau-Mitchell said the high prevalence of sexual harassment by patients should impel hospitals, clinics and other healthcare providers to take firm action to safeguard doctors.

“I recommend that hospitals and clinics take these findings seriously, giving doctors who work in isolated wards, on night shifts or alone protection such as CCTV and panic alarms,” she said.

The Royal College of Physicians, the main organisation representing hospital doctors, called the findings “truly alarming”. It endorsed the authors’ call and said doctors needed “vital protection” from harassment by patients, especially when working alone.

Dr Hilary Williams, a consultant medical oncologist and the RCP’s vice-president for Wales, said: “Hospitals at night can be quiet and dark with long corridors and, unfortunately, crumbling NHS buildings can have limited security. All too often, staff at night are forced to park far away in unlit corners away from security,”

“Proper security measures, such as panic alarms and CCTV, could provide vital protection for doctors, especially those working alone or in isolated settings. But we must be sure such measures would not impede on the privacy of patients,” she added.

The US justice department has opened a civil rights investigation into sexual abuse by staff at California’s women’s prisons, which have for years been plagued by misconduct scandals.

The department said on Wednesday that it was investigating the state’s two women’s prisons – the Central California Women’s Facility (CCWF) in Chowchilla and the California Institution for Women (CIW) in Chino – and would evaluate whether the state protects incarcerated residents from sexual abuse by correctional employees.

The announcement of the inquiry into the California department of corrections and rehabilitation (CDCR) references the case of Gregory Rodriguez, a former guard at the CCWF, who is heading to trial this week on nearly 100 sexual abuse charges, accused of repeatedly assaulting women in his custody for years.

A Guardian investigation last year revealed that the prison received a report of Rodriguez’s abuse in 2014, but instead of firing him, punished the victim. Court records suggested that Rodriguez, 56, went on to commit dozens of additional alleged sexual assaults up until 2022, when he retired while under investigation. He has pleaded not guilty.

Women have filed hundreds of lawsuits in the past two years alleging abuse by staff at the CCWF, the state’s largest women’s prison, including claims of “inappropriate groping during searches”, “genital rubbing” and “forcible rape”, the department said.

The announcement also noted that staff at both women’s prisons have been accused of coercing women into sexual favors in exchange for contraband and privileges; that officers “responsible for handling complaints of sexual abuse” have themselves been accused of abuse; and that advocates have documented an “unsafe and inaccessible reporting process” in which staff are not held accountable.

Former Spanish soccer president Luis Rubiales will face trial for kissing forward Jenni Hermoso without her consent at the Women’s World Cup, an investigative judge said on Thursday.

Judge Francisco de Jorge ruled that his probe points to Rubiales’ kiss “being unconsented and carried out unilaterally and in a surprising fashion,” the court said.

State prosecutors have accused Rubiales of sexual assault and for allegedly coercing Hermoso to publicly support him in the public backlash against him.

High school students in New Hampshire are at risk of disciplinary action after allegedly snapping inappropriate photos of female classmates’ bodies, making them into trading cards, and giving out “grades” to the images.

A group of ninth- and 10th-grade students at Bedford High School had been photographing 11th- and 12th-grade girls without their knowledge and circulating the images without their consent, Bedford High School Principal Bob Jozokos said in an email to parents last week.

In the email, provided to the New Hampshire Union Leader by a parent, Jozokos called the behavior “upsetting” and warned that the students involved can expect a meeting with their parent at school — and possibly suspension.

“This is absolutely inappropriate behavior and not expected of our students,” Jozokos wrote.

The principal added that parents should “let your teen know that I take this sexual harassment very seriously and there is no place for it in our community.”

The students who participated in the disturbing behavior — mainly boys — created both physical and digital trading cards featuring the chests, backsides and names of upperclass girls, NBC10 Boston reported.

The group of students were printing pictures of the girls and taping them over Pokémon cards for at least a week.

“They were, like, rating them,” one student told NBC10 Boston. “From 0 to 10, and just rating them, ‘bad’ or ‘not bad.’”

Taiwan’s cabinet on Thursday proposed stricter laws against sexual harassment as a recent surge in allegations brought the #MeToo movement to the island nearly six years after it gained global prominence.

The proposed reforms of Taiwan’s three gender equality laws introduce harsher penalties for perpetrators, lengthen the statute of limitations for filing complaints, and increase resources to support victims.

The #MeToo movement – ignited in 2017 by accusations of sexual misconduct against Hollywood producer Harvey Weinstein – saw women around the world take to social media to disclose their experiences with sexual harassment, spawning investigations and toppling high-profile men from positions of power.

Addressing workplace harassment that takes advantage of power imbalances is a priority for Taiwan’s reforms, Lo Ping-cheng, minister without portfolio who led the cabinet’s efforts, told a news conference after a meeting during which the cabinet proposed the legal amendments.

The US Department of Education concluded a sexual harassment investigation at the Takoma/Silver Spring Campus of Montgomery College in Maryland involving a professor who told female students to remove their shirts in class in 2019.

The investigation found that the professor required the students to strip down to their sports bras to “demonstrate a medical assessment, despite the fact that the assessment did not require clothing removal, or the bodily commentary,” the department’s Office for Civil Rights (OCR) wrote in a press release Wednesday. The professor also commented on the students’ nipples and breast positioning and demanded they remove the lab coats that some students put on for modesty purposes, according to the office’s letter to the college.

A three-month-long investigation by the college concluded that the professor created a hostile environment based on sex.

Officials in the German capital of Berlin have introduced new rules for public swimming pools and bathing facilities, allowing women to use them topless. The measure was introduced after a successful anti-discrimination complaint was hailed as a step towards creating “equal rights” for all of the city’s residents by a local anti-discrimination ombudsperson.

“Berlin bathing establishments will apply their bathing regulations in a gender-neutral manner,” the city’s government said in a statement on Thursday, adding that “topless swimming” should now be possible in the city’s public indoor and outdoor swimming pools for “all females or people with breasts perceived as feminine.”

A spokeswoman for the city’s bathing association confirmed that the policy had been updated by telling RBB radio broadcaster that “topless swimming is equally allowed to everyone.” The new rules do not mean that women in Berlin are obligated to swim topless, however, as they can still cover their breasts if they want to.

The policy change was triggered by a successful anti-discrimination complaint filed by a 33-year-old female pool-goer. The woman was asked by the supervisory staff at one of the Berlin pools to cover her breasts during a visit to the facility back in December 2022. After she refused, the staff made her leave the pool.
