A man charged in the fatal shooting of an ATM technician in Roselawn has been found incompetent to stand trial.

Yonah Israel will undergo mental treatment, and Judge Nadine Allen set a hearing for May 27, 2015, to determine his progress.

Israel’s former girlfriend told WCPO the 36-year-old suffers from manic bipolar disorder and schizophrenic depression, and that he was taking medication.

“He’s got voices in his head and everything,” said Tiffany Price.

Yonah Israel has an extensive criminal record.

Police charged Israel with killing 54-year-old Daniel Muscarella on Sept. 30 as Muscarella worked on an ATM at a PNC Bank on Seymour Avenue.

Isreal has a lengthy criminal history and was previously linked to two separate death investigations. But he was wasn’t indicted in either case.

The court ordered Israel to be examined by the Court Clinic Forensic Services on Oct. 27.

Daniel Muscarella was shot and killed while he was working outside a bank.

Police arrested a man involved in the killing of a 54-year-old ATM technician Tuesday in front of a PNC Bank ATM in Roselawn.

Authorities arrested 36-year-old Yonah Israel Wednesday for the shooting death of Daniel Muscarella.

Israel is scheduled to be arraigned Thursday morning.

“(He had) no assistance, at this point we believe Israel is solely responsible for the death of Mr. Muscarella,” said Cincinnati Police Captain Elliot Issac. “He has had multiple contacts with police. He is very familiar to the officers in the District 4 area.”

Isaac’s past includes several traffic violations, weapons possessions and violence, according to Hamilton County court records.

“Mr. Israel is in custody at the Criminal Investigation Section and he’s going to be charged with the murder of Mr. Muscarella,” Isaac said.

Muscarella was working on the machine in the 7100 block of Reading Road just after 1:10 p.m. when he was shot multiple times. Muscarella was pronounced dead at the scene.

Isaac said a verbal altercation between Muscarella and Israel took place before the shooting.

On Tuesday, the shooting triggered a search for a garbage truck.

Officers said they initially believed Israel threw his handgun into the truck as it passed on Reading Road.

Police stopped and searched the truck on Hamilton Avenue, but no gun was found.

It was a combinations of tips made to Crime Stoppers, multiple interviews from witnesses and evidence gathered from the scene that led to Israel’s arrest, Isaac said.

“We thank members of the Roselawn community for coming forward,” he said.
