Hundreds of unaccompanied child migrants across Europe are being forced to work as soldiers for increasingly powerful drug cartels to meet the continent’s soaring appetite for cocaine, a Guardian investigation has found.

EU police forces have warned of industrial-scale exploitation of African children by cocaine networks operating in western Europe in cities including Paris and Brussels as they seek to expand Europe’s £10bn cocaine market.

Child protection agencies warned that cocaine gangs, which are exploiting the “unlimited” supply of vulnerable African children at their disposal, are using brutal means to control their victims, including torture and rape if they fail to sell enough drugs.

Sources told the Guardian that London may be next after police recently found a number of Moroccan and Algerian children, seemingly victims of torture, who they believe were trafficked into the country by cocaine gangs.

Concern over the level of exploitation was so great that in March, EU police forces – along with UK and UN agencies and Europol – met to discuss how to tackle the exploitation and trafficking of African children by drugs networks based in western Europe.

A separate recent assessment by EU police forces investigating serious organised crime and human trafficking concluded: “Sweden, Belgium, the Netherlands, Spain and France presented several concrete cases of the exploitation of hundreds of north African minors, recruited by drug trafficking networks to sell narcotics.”

Eric Garbar, head of human trafficking and smuggling at the Belgian federal judicial police, is one of the officers leading attempts to tackle the exploitation of unaccompanied children by criminal networks. He said: “With African minors, essentially Moroccan and Algerian, the most important area is the exploitation by OCGs [organised crime groups] involved in criminal activities such as drug trafficking.

“What we have in the EU is an unstoppable low-cost human resource from Africa.”

A Syrian refugee who piloted more than 700 illegal migrants on the Italian ‘Ghost Ship’ has claimed a trafficking gang offered him nearly £10,000 to be ‘captain’ of the abandoned vessel.

Sarkas Rani, 36, took charge of the Blue Sky M, one of two large ships that were locked on a course towards Italian shores this week, with hundreds of Syrian asylum seekers on board.

Mr Rani claims he was contacted by human traffickers who allegedly posted several messages on Facebook offering migrants covert passage to Europe for £3,500.

The former sailor allegedly told police that he was offered free passage, $15,000 and the possibility of his family being sent to Italy too, if he captained the ship.

Separately, police have revealed that human traffickers could have earned around £2million for taking more than 350 illegal migrants on a second ship that was intercepted by the Italian navy just 48 hours later.

According to the Telegraph, an Italian newspaper reported comments made by Mr Rani during police interrogation after the ship was intercepted on New Year’s Eve.

Mr Rani allegedly told police that the trafficking gang had asked him to commandeer the ship after finding out that he used to work as a sailor.

He told officers that it would save the gang having to make an exit from the boat when it neared European waters.

‘They promised me $15,000 and the possibility of sending my entire family over,’ Mr Rani was reported as saying.

The Blue Sky M, which was intercepted on Wednesday, had recently had its safety certificates withdrawn after it was ruled unseaworthy.

It was originally heading for the port of Rijeka in Croatia, but the ship abruptly changed direction on Tuesday morning, heading west towards Italy.

This is thought to have been when the smugglers abandoned their human cargo to its fate.

According to reports, Mr Rani admitted leaving the bridge to hide among the migrant passengers once he set the autopilot toward Italy’s southern shore.

By the time Italian naval officers boarded the ship, it was close to running aground in what could have led to a fatal sinking.

After it docked in the Italian port of Gallipoli, hundreds of desperately cold men, women and children carrying their few remaining possessions were helped to safety.

Wrapped in blankets, they stumbled off the ship to waiting aid workers and ambulances. One woman holding a young child collapsed and several had to be carried on stretchers.

Many of the migrants had been forced to huddle for hours on the main deck, and more than 100 were treated for hypothermia.

Mr Rani said his participation in the people-smuggling venture began when he left Lebanon, where he had sought refuge from the civil war ravaging Syria, to spend time in Turkey.

Mare Nostrum was set up to prevent deaths at sea following two migrant ship disasters in October 2013 in which around 400 people died.

According to Interior Minister Angelino Alfano, more than 20,500 migrants have already landed on Italy’s coasts to date this year – an enormous increase over the 2,500 reported during the same period in 2013. Speaking before a committee on the country’s borders earlier this month, Alfano stressed that the number of incoming migrants was on pace “to reach the record levels of 2011, when more than 62,000 people entered”. Thousands more have arrived since he spoke earlier this month, heightening the concerns about Italy’s ability to cope.

Opponents of Mare Nostrum have argued the program only encourages migrants to risk their lives and cross the Mediterranean, often in rickety, overcrowded boats, which tends to increase in spring and summer months as sea conditions improve.

On Tuesday, Pinto told the Senate committees the situation was partly the result of the failed government in Libya, where most migrants from Africa head before setting sail for Europe. “We aren’t dealing with a government that can establish treaties. We have no interlocutors…There’s no prime minister…there are no ministers. There are two clans. One that’s more moderate, the other that’s extremist, backed by Qatar. We can offer them all the help they want, but it might be used in a negative way,” the border police chief said. Meanwhile, Pinto said the interior ministry was drafting a plan that would accomodate 50,000 incoming migrants.

Around 700 African migrants charged Spain’s barbed-wire border fences Thursday in the country’s North African enclave of Melilla, clashing with Spanish and Moroccan border police.

Spain said 140 of the migrants managed to enter Spanish territory despite the efforts of the border police.

It was the latest surge in the tide of African immigrants trying to cross into Europe. Spain’s two North African enclaves of Melilla and Ceuta are particularly vulnerable and have had repeated attacks by hundreds of immigrants this spring.

The migrants on Thursday rushed the fences in two waves, with 500 arriving in the early hours and a further 200 four hours later.

By afternoon, more than 150 people remained perched on an outside border fence, fending off police by setting fire to clothing and throwing it at them, Spanish officials said. Some even swung batons wrenched away from officers.

Police used pepper spray to try to force migrants down from the 20-foot (6-meter) -high fence, but some climbed onto the lamp posts used to illuminate the border.
